Exemption from Domestic (Non-Ontario Resident) Tuition Rates

If you have been billed the Domestic Non-Ontario Resident tuition rate but are eligible to be billed Domestic Ontario Resident rates, you can apply for an exemption by submitting your requests with the required documentation before the Fall-Winter, or Spring-Summer Academic Session deadlines.  See below for information to determine your eligibility and to review the required documentation.

NOTES:

1. An adjustment will take place in the study period that the fee change has been approved. Retroactive tuition rate changes for previous study periods will not be granted.

2. Exceptions to deadlines are not permitted.

Who is eligible for Domestic (Ontario Resident) Tuition fee billing?
You are a dependent student and your parent's primary residence is in Ontario

Required Documentation:

1. Your most recent Notice of Assessment confirming residency in Ontario

OR

2. (a) Your property tax bill, or residential lease agreement covering the last 12 months prior to being a post-secondary student AND (b) any one of the following documents:

  • Utility Bill (e.g. hydro, gas, water, cable, cell phone)
  • Valid Provincially issued photo ID (e.g. Ontario Driver's Licence, Ontario Photo Card)
  • Child Tax Benefit statement
  • Home Insurance Policy
  • Statement of Employment Insurance Benefits Paid (T4E)
  • Statement of Old Age Security (T4A) or statement of Canada Pension Plan Benefits (T4A)(P)
  • Canada Pension Plan Statement of Contributions
  • Employment confirmation (e.g. pay stub or letter from employer)

Notes: Your name and address on the property tax statement or lease agreement requested in 2(a) must match the document provided to satisfy 2(b).

You are an independent student, your spouse or common-law partner's primary residence is in Ontario, and Ontario is the last province your spouse or common-law partner has lived in for 12 months in a row

Required Documentation:

  1. (a) Proof of Marriage

Suggested supporting documentation includes: A Canadian marriage certificate or foreign marriage certificate translated into English.

OR

  1. (b) Proof of Common-Law Status for a period of 3 years

Suggested supporting documentation includes: Declaration of a common law union (IMM 5409) or a notarized affidavit of common-law status, AND any one document with both names providing evidence of co-habitation for the last 3 years such as a tax statement, mortgage statement, property tax bill, or lease agreement.   

OR

  1. (c) Proof of co-habitation for any period and proof of dependent children (natural or adoptive). 

 Suggested supporting documentation includes: Proof of a dependent child such as a Canadian long form birth certificate with parental information, a foreign birth certificate translated into English with parental information, or proof of adoption with parental information. AND any one document with both names providing evidence of co-habitation such as a tax statement, mortgage statement, property tax bill, or lease agreement.

                       AND

  1. Your spouse/partner’s most recent Notice of Assessment confirming residency in Ontario.

                       OR

  1. (a) Your spouse/partner’s property tax bill or residential lease agreement covering the last 12 months AND (b) any one of the following documents (re-use any applicable documents from 1(a) and 1(b)):
  • Utility bill (e.g., hydro, gas, water, cable, cell phone)
  • Valid Provincially Issued Photo Identification (e.g., Ontario Driver’s Licence, Ontario Photo Card)
  • Child Tax Benefit statement
  • Home Insurance policy
  • Statement of Employment Insurance Benefits Paid (T4E)
  • Statement of Old Age Security (T4A) or statement of Canada Pension Plan Benefits (T4A) (P)
  • Canada Pension Plan Statement of Contributions
  • Employment confirmation (e.g., pay stub or letter from employer)

 

Notes: Documents demonstrating marriage, or a common-law relationship, must include your full legal name. Your spouse or partner’s name and address on the property tax statement or lease agreement requested in 3(a) must match the document provided to satisfy 3(b).

You have been approved for permanent residence through the Ontario Immigrant Nominee Program (OINP)

Required Documentation:

  1. A Confirmation of Nomination letter from the Ontario Ministry of Citizenship and Immigration confirming your participation in the program.
  2. Proof of Permanent Resident status or approval in principle status (AIP) such as a valid PR Card, Confirmation of Permanent Resident Visa, approval in principle letter, or acknowledgement of receipt letter from the IRCC.

Notes: You must be a permanent resident to qualify, or if you are awaiting the approval of your permanent resident status and are in Canada on a Study Visa, you must have had a Certificate of Exemption From International Tuition Fees to qualify as an Ontario resident for tuition fee purposes.

You are receiving funding from the Ontario Student Assistance Program (OSAP) or you have confirmed OSAP funding for the current academic session; or you were a recipient of OSAP, or had confirmed OSAP funding assessment in a past year and have not had a break in enrolment.

Required Documentation:

 The University will determine your OSAP funding status. Please select this as your reason for applying. There will be no need to submit documentation with your application.

You are in Indigenous Person of Canada (e.g. First Nations, Inuit and Metis)

Required Documentation:

  1. A copy of an Indian status card or its previous alternatives, such as the Certificate of Indian Status “All-in-one,” Certificate of Indian Status “Pilot Project,” and Laminated Certificate of Indian Status.
  2. A copy of a Métis Nation citizenship card from one of the five provincial affiliates (Métis Nation of Ontario, Métis Nation Saskatchewan, Métis Nation of Alberta, Métis Nation British Columbia, Manitoba Métis Federation) of the Métis National Council; or a valid membership card from one of the Metis Settlements of Alberta, the Northwest Territory Métis Nation.
  3. A copy of an Inuit enrolment card issued by any one of the four Inuit modern treaty bodies—Nunavut, Nunatsiavut, Nunavik, or Inuvialuit.
  4. Other documents to support claims to identity will be thoroughly reviewed and considered on a case-by-case basis.
You are a dependent student whose parents are recently deceased and at least one of your parents was residing permanently in Ontario at the time of death

Required Documentation:

  1. Official death certificate.

           AND

  1. Your parents’ most recent Notice of Assessment confirming residency in Ontario.

           OR

  1. (a) Your parent’s property tax bill or residential lease agreement AND (b) any one of the following documents of your parents:
  • Utility bill (e.g., hydro, gas, water, cable, cell phone)
  • Valid Provincially Issued Photo Identification (e.g., Ontario Driver’s Licence, Ontario Photo Card)
  • Child Tax Benefit statement
  • Home Insurance policy
  • Statement of Employment Insurance Benefits Paid (T4E)
  • Statement of Old Age Security (T4A) or statement of Canada Pension Plan Benefits (T4A) (P)
  • Canada Pension Plan Statement of Contributions
  • Employment confirmation (e.g., pay stub or letter from employer)

          AND

  1. Proof of dependent relationship.

 

Suggested supporting documentation demonstrating the dependent relationship between you and your parents: 

  • A Canadian long form birth certificate with parental information
  • A foreign birth certificate translated into English with parental information
  • Parent’s Record of Landing document (IMM 1000) with list of accompanying family members
  • Parent’s Confirmation of Permanent Residence Visa with list of accompanying family members
  • Notice of Decision document from the Immigration and Refugee Board of Canada with list of accompanying family members
  • Proof of adoption documents with parental information.

 

Notes: Documents demonstrating the dependent relationship to your parents must include your full legal name. The name(s) and address on the property tax statement or lease agreement requested in 3(a) must match the document provided to satisfy 3(b). As a dependent student, you do not have to be living with your parents during your study period.

You are a student in extended society care

Required Documentation:

A signed and dated letter from a person officially designated by the Children’s Aid Society to confirm the care of the student. The letter must have the official’s name, official letterhead, contact information, signature, date, and the address of the Children Aids Society’s office.

Definitions

Domestic Student

For the purposes of this process guideline, a ‘domestic student’ is:

Parent

The term ‘parent’ or ‘parents’ refers to one or both birth parents, adoptive parents, step-parents, legal guardians, or official sponsors.

Approved in Principle (AIP) and Acknowledgement of Receipt (AOR)

According to the Government of Canada, a permanent residence applicant has been “approved in principle” when they have received a letter from Immigration, Refugees and Citizenship Canada (IRCC) stating that they meet the permanent residence eligibility requirements, but they have to pass the medical, security and background checks. Students can present their Approval in Principle or official Acknowledgment of Receipt letter as proof of this status.

Break in Enrolment

Students who have not completed registration in two or more years or have attended another university, outside a formal exchange or visiting student program, are considered to have a break in enrolment from the University of Toronto. An approved leave of absence granted by the divisional registrar office does not count towards this prescribed period.

Independent student

You are an independent student if one of the following is true:

  • you are married or in a common law relationship or;
  • you are a parent or;
  • you have been out of high school for 6 or more years at the start of your study period or;
  • you have worked full-time for at least 24 months in a row or;
  • both your parents are deceased or;
  • you are currently a child in Extended Society Careor in the care of the Crown just prior to age 18 or;
  • you are currently receiving a Continued Care and Support for Youth program allowance from your Children’s Aid Society.

Dependent Student

You are a dependent student if all of the following are true:

  • you are not married or in a common-law relationship and;
  • you are not separated, divorced or widowed and;
  • you are not a parent and;
  • you have been out of high school for less than 6 years before the start of your study period and;
  • you have not worked full-time for at least 24 months in a row.

Child in extended society care

As defined by the Ontario Student Assistance Program (OSAP), a child in extended society care has been placed in the care and custody of the Crown by a court order made under the Child, Youth and Family Service Act. This was formerly referred to as a Crown ward.

Common-law relationship

As defined by the Ontario Student Assistance Program (OSAP), you are living in a common-law relationship if you and your spouse:

  • have cohabitated continuously for a period of at least 3 years or;
  • are in a relationship of some permanence and are the natural or adoptive parents of a child.
 
How do I apply for the exemption to Non-Ontario Tuition fee billing?

If you have confirmed your eligibility, and have the appropriate documentation, please submit this form to the Accounts Receivable Office: Exemption from (Domestic) Non-Ontario Tuition Rates

If your request is approved, your registration records will be revised to bill Ontario Resident tuition rates, and a confirmation of this change will be sent to your lakeheadu.ca email address.
